1. The total number of police use of force incidents, by type of force used, between 2013-2017 (separated by year).
2. The total number of people that police used force against, between 2013-2017 (separated by year).
3. The total number of police use of force complaints reported between 2013-2017 (separated by year).
4. The total number of police use of force complaints sustained between 2013-2017 (separated by year).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi, thanks for sending this. I'm confused as to why there are no responsive records to the first two parts of my request (use of force incidents by force type and number of people force was used on)? Are use of force incidents not reportable in Fontana? If they're not available for all of the years requested, can you please send me these data for 2016 and 2017?

Mr. Sinyangwe,

I have been in meetings all morning and will be until 1700 today. I am not able to prepare a formal written response to your follow up question at this time, but I wanted to send a quick email regarding items 1 and 2 of your request to clear up the confusion you are feeling.

The Fontana Police Department does not track the totality of use of force incidents or total number of people that our police officers used force against.

Effective January 1, 2016 all LEAs were required to begin collecting data on specific uses of force for submittal to the DOJ beginning January 1, 2017. Your request does not specify that you are requesting that limited amount of data. If you would like to speak to one of our Administrative Services Division Internal Affairs Unit supervisors to clarify what you are requesting or what we can provide, we are happy to do so.

Very well, then I'm limiting my request for the following information:
-the number of incidents in which tasers and other conducted energy devices were used against civilians in 2016 and 2017 (separated by year)
-the number of incidents in which batons and other impact weapons (including projectiles) were used against civilians in 2016 and 2017 (separated by year)
-the number of incidents in which a carotid restraint was used against civilians in 2016 and 2017 (separated by year)
-the number of incidents in which OC spray and other chemical devices were used against civilians in 2016 and 2017 (separated by year)

Note that this is a request for the total number of incidents in which each of these were used, separated by each type of weapon and year, and is not limited to only incidents in which death or serious injury was caused. Let me know if you have these records.
