Pursuant to the The Missouri Sunshine Law, I hereby request the following records:
- Invoices, receipts, and/or requests for the purchase of any Flock Safety product/service
- MOUs from Flock Safety
- The names of all the agencies with which data is shared with through the Flock Safety automated license plate reader system
- The names of all the agencies from which data is received through the Flock Safety automated license plate reader system
- All agreements will local homeowner associations, private business, non-profits, or individuals for access to Flock Safety systems
- Any emails between officials from the Florissant Police Department and representatives from Flock Safety.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Can you give a breakdown of this cost estimate? Is there a particular part of this request that is especially burdensome for the department? I'd be happy to narrow it. I have no interest in wasting the staff's time.

Hello Mr. Neiss,
This is a cost based upon the estimated time to research the requested items at the employee's hourly rate. You have requested emails, along with external sources used in conjunction with any flock products in addition to all agreements and contracts. I.T. estimates that this will take 4 hours to find and electronically copy these records.
Once the records are located they will be uploaded to this system and released once the request is paid for.

Hi Karen,
Again, I really appreciate your help on this, and happy to jump on a call if that would be easier.
If I were to limit the request only to:
- Invoices, receipts for Flock Safety product/service
- MOUs from Flock Safety
Presumably these financial and contractual docs are stored in an easier to access location and would ameliorate the need for the IT staff to do an exhaustive search therefore allowing the fee to be lower as per the requirements under RSMO 610.026.1(1) that the lowest salaried employees capable of searching, researching, and copying the records be used.
