Pursuant to the Florida Sunshine Law, I hereby request the following records:

1) All emails sent and received from Jan. 1, 2021 until the date this request is completed between FSU staff and employees of Verkada Inc. (email addresses ending in "@verkada.com").

2) All emails sent or received by FSU staff containing the word "Verkada" from Jan. 1, 2021 until the date this request is completed.

3) All contracts and statements of work related to FSU's purchase and use of Verkada Inc. technology.

4) All user manuals or guidebooks for Verkada Inc. technology used by FSU.

I ask that all fees be waived as this information is in the public interest. In the event that the district chooses to impose fees, I request a detailed breakdown of the costs, including the hourly wages of any personnel assigned to process the request and estimates of how many hours the request will take them to process.

Should the district choose to deny access to or redact records responsive to this request, I ask that the district provides a detailed explanation of its reasoning--as required by law--citing the specific statutes and case law on which each decision is based.

Records responsive to Requests #3 are attached. There were no records for Request #4.

For Requests #1 and #2, a search of the emails of the entire "FSU staff", which numbers in the thousands, requires extensive use of information technology resources or extensive clerical or supervisory assistance by personnel of the University, or both. In total, it will take 12 hours to perform the search alone. There will be an additional special service charge that will be dictated by the amount of preliminary results returned.

Florida law permits the University to asses a special service charge when the nature or volume of public records requested is such as to require extensive use of information technology resources or extensive clerical or supervisory assistance by personnel of the University, or both. Pursuant to adopted policy, the University has determined that the use of personnel or informational technology resources exceeding thirty minutes is considered extensive use.

Based on the number of hours it will take to complete your request, the University is assessing a special service charge of $600. The special service charge is reasonable and based on the cost incurred for such extensive use of information technology resources or the labor cost of the personnel providing the service that is actually incurred by the agency or attributable to the University for the clerical and supervisory assistance required, or both.

Before we continue the process of responding to your request, the University needs a check or money order for the amount of the special service charge ($600) sent to the following address:

Once a check or money order is received, the University will begin review of the preliminary results and provide records that are not exempt or confidential pursuant to Chapter 119, Florida Statutes.

In the alternative, I performed an email search of the individuals who handled the requisition, procurement, and are listed as the contract contact (four members of FSU staff, in all). That search returned 341 documents, which will take 5.6 hours to review. For the same reasons as above, the University is assessing a special service charge of $284. If you would like to proceed with this, the University needs a check or money order for the amount of the special service charge ($284) sent to the following address:
