Pursuant to Florida's Sunshine Law (Fla. Stat. secs. 119.01 to 119.15 (1995)), I hereby request the following records:
All contracts (and their amendments) and memorandums of understanding entered into by the Florida Department of Corrections for services and activities related to the Graceville Correctional Facility (http://www.dc.state.fl.us/facilities/region1/159.html)
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

The official contracts for all the private prison are between the Department of Management Services (DMS) and the Contractors, not the Department of Corrections. A copy of those contracts should be obtained by contacting the Department of Management Services or they can be found at the following link:

The Department of Corrections does have a Transfer Agreement with DMS and the Contractors for the private prisons as mentioned in each DMS contract. A copy of the Transfer Agreement for Graceville is attached.
No invoice is needed because the Agreements are available electronically.

Hi Ms. Lipton,
We did receive your message (I appreciate the clarity and the consolidation of the various emails), and I’ll update our system to reflect your clarification below about the evaluative materials. For the active/current facilities, you can view all their contracts and amendments at our website here: http://www.dms.myflorida.com/business_operations/private_prison_monitoring
I have attached an invoice for the cost estimate of the rest of this request (exhibits and all the procurement materials); we will begin work after receipt of payment. Please note that it is an estimate- if it takes less time than anticipated, we will refund the difference. If it requires more time, we will need to send you an additional invoice. (If we see this is going to occur as we are working on it, we can let you know before we run out of paid time so we can discuss the options of how you wanted to proceed.) This request in its entirety will take a while to complete, as we will need to retrieve archived records from storage and get redacted copies of some vendor records. If you prefer, we can release records in batches as we go along (or all at once at the end if that works better for you).
If you’re concerned about the cost of this request, I am more than happy to work with you on narrowing its focus. Alternatively, if you wanted to pay a specified amount and have us work on producing as much as we can within that paid time, we can certainly do so.
