To Whom It May Concern:

Pursuant to the Michigan Freedom of Information Act, I hereby request the following records:

Public reports state that this police department has a relationship with Ring, a security camera company which has a neighborhood watch app called Neighbors (https://blog.ring.com/2019/08/28/working-together-for-safer-neighborhoods-introducing-the-neighbors-active-law-enforcement-map/). Therefore, I hereby request the following records:

1) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of Ring devices and/or the Neighbors app. This includes A) any notes taking during meetings that discussed the use of Ring devices and/or the Neighbors app, B) any explanations (whether internally or externally generated) of how Ring devices and/or the Neighbors app work, and C) any other document that has been used to help explain the use of Ring devices and/or the Neighbors app to any party, including internal documentation, public relations materials, and executive summaries.

2) A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and Ring.

3) A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention Ring or the Neighbors app, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

4) Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention Ring or the Neighbors app.

5) Any digital communications (including but not limited to emails and text messages) with Ring representatives.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for BuzzFeed News. Therefore, I hereby request that all fees are waived in the processing of this request.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning,

Yes, we are in receipt of your request for any information pertaining to the Ring security camera company.

Under the FOIA act, we have five business days to respond to requests with one (10) ten day extension allowed.

I have forwarded your request to our city attorney for review and will get back to you with any requested information that exists by tomorrow or I will be sending a request for an extension.

Good afternoon,

I just wanted to follow up with you regarding your request. I will need additional time to respond. Our Chief has just returned this week from medical leave and I've asked him for assistance with your request. Chief Palazzolo wants to make sure that we are compliant with providing any and all information available to you under the FOIA Act.
I will contact you next week after the Chief gets back to me.
My office will be closed on Monday January 20th in honor of Martin Luther King, Jr. day however I will touch base with Chief Palazzolo on Tuesday, January 21st.

Good morning,

I do apologize for the delay. Chief Palazzolo wanted to make sure that he nor any of his staff had any materials or information that he was not aware of.

Attached is all of the communication our department has had with Ring.

Also attached is a memorandum of understanding between Ring and this department.

We have not established any departmental policies pertaining to Ring and we do not have printed materials or manuals from the company.

Please contact me if you are in need of further assistance or if you have any questions.

I will be in the office today until 2:30 p.m. and back on Monday, January 27th at 8 am if you need to reach me.
