Sincerely,

From: Hugh Finkelstein

Mr. Neiss:

We have received your FOIA request, and after looking at the law, you must be a "citizen of the State of Arkansas" in order to file an FOIA in Arkansas. Please let me know your state of residency prior to our responding to your request. Since you have used this website to get this information, and the only mailing address is in Massachusetts, I cannot determine your state of residency.

Thank you for your clarification.

To Whom it May Concern:

Please see my response that I sent you on April 11th. I believe that email explains exactly what we will need to comply with your request. I do not believe I can be any clearer on this issue.
