Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

Training plan submitted to the Department of Defense's Connecticut state coordinator for Fairfield PD's "COMBAT/ASSAULT/TACTICAL WHEELED VEHICLE" (NSN: 2355-DS-COM-BTV2) - as described in the below statement from Michelle McCaskill, spokesperson for the Defense Logistics Agency:

"It has always been the responsibility of each state’s designated coordinator to ensure that each and every Law Enforcement Agency (LEA) is trained on the equipment they received from the 1033 program. LEAs are required to certify to DoD through the state coordinator they have a training plan for an asset that requires specialized training, to include armored vehicles and aircraft, before the equipment is issued. LESO receives a copy of the plan only – the approval process is at the state coordinator level."

Please also include any documents used in the training, or internal memos and records referencing either the training plan or the training itself.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

I received your Freedom of Information request for the training plan for the "Combat/Assault/Tactical Wheeled Vehicle."

Attached is the training manual for the vehicle. This is the only training documentation we have for this vehicle.

Captain Smith - apologies for the below follow-up; there was a bug in our system.

Thank you for replying with the Stryker training manual - it certainly fulfills a substantial portion of my request and was generally a very helpful response. However, it's my understanding that Law enforcement agencies that receive certain 1033 items are required to clear a training plan with their DoD state coordinator, as per the quote I included in my original request. I was hoping to see that plan and any relevant correspondence with the coordinator as well.

Mr. Welch,

I received your follow-up request dated 7/29/2015 regarding the training plan for our vehicle.

We checked with our State coordinator. We were informed that the training plan requirement was not put into place until several years after we had acquired the vehicle. As a result, we do not have any additional documentation to provide relating to your request.
