To Whom It May Concern:
Pursuant to Virginia Freedom of Information Act, I hereby request the following records:
I am requesting any and all documents that your agency retains regarding the 2016 Republican National Convention (RNC) held in Cleveland, Ohio. In particular, this request is for all records included but not limited to correspondence, memorandum of understandings (MOU), electronic data, e-mails, photographs, intelligence data, notes or other materials.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,

Please provide a verifiable legal address for your request. Additionally, a quick review of your request and it's extremely broad nature, indicates that the cost for fulfilling such a request would be very high. Cost for such request are not waived.
Please be advised that Fairfax County has over 20,000 active email mailboxes. It costs the County approximately $36.08 to search one email account. This cost is only an estimate and the actual time may vary depending on factors such as mailbox size, complexity of content search, and other technical issues that arise. Pursuant to Va. Code Ann. 2.2-3704(F), the County "may make reasonable charges not to exceed its actual cost incurred in accessing, duplicating, supplying, or searching for the requested records." Furthermore, if it is determined in advance that the costs for producing the requested records are likely to exceed $200, the County is authorized to require an advance deposit from the requestor before continuing to process the request. Searching over 20,000 email accounts would cost hundreds of thousands of dollars.

If I amended this request and didn't ask for e-mails, what would the approximate costs be to fulfill it?
Thank you,

Melissa,
Clearly there would be a significant cost reduction and the cost would likely drop from thousands to the hundreds. The second issue is the fact that you have not provided a verifiable Virginia address. If you are not a citizen of Virginia, you could have an associate submit the request who would meet the resident guidelines. I know that Yani Yancey has submitted request on behalf of Muckrock previously and she was a Virginia resident at that time.
