Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

1. All documents signed with procurement software or software to create and publish RFI, RFQ, RFP this agency uses or used in the past five years.

Additionally, if possible, please answer the following four questions:
a. What is the name of the procurement software you use (or the name of the software you use to create and publish RFI, RFQ, RFP)?
b. What is the annual cost for this software?
c. When did the most recent contract with the software provider begin?
d. Do you use your ERP system to manage the process of RFI, RFQ, RFP?

If there are any fees required to fulfill this request, please let me know in advance of fulfilling my request.

Thank you for submitting your Virginia Freedom of Information Act (VFOIA) request, which was received by Fairfax County on June 12, 2020. Your request is attached for reference.
As a preliminary matter, please be advised that it is unclear what specific records you are requesting when you state "All documents signed with procurement software or software to create and publish RFI, RFQ, RFP this agency uses or used in the past five years." VFOIA requires that requests for public records be made with reasonable specificity. Va. Code Ann. § 2.2-3704(B). If you wish to revise the scope of your request, then please provide additional information on what specific records you seek. For example, while some procurement documents within Fairfax County are signed electronically, none are done so utilizing 'procurement software'. Additionally, while Fairfax County doesn't use procurement software to create documents, procurement software is used to post (or publish) such documents.

If you would like to clarify your request so that Fairfax County can appropriately respond, please feel free to reach out to me.

One follow up question, you state "while Fairfax County doesn't use procurement software to create documents, procurement software is used to post (or publish) such documents." What is the name of the procurement software is used to post (or publish) RFPs or please provide the contract with this software service.

For the past five years, Fairfax County has posted a notification of formal solicitations to the Commonwealth of Virginia’s online procurement portal, eVA (www.eva.virginia.gov<http://www.eva.virginia.gov>). For the past five years, Fairfax County has also posted notification of formal solicitations to its own solicitations webpage (https://www.fairfaxcounty.gov/solicitation/). The Fairfax County solicitations webpage is automatically updated from the County’s SAP procurement system (the contract for the SAP software can be found here<https://www.fairfaxcounty.gov/cregister/ContractDetails.aspx?contractNumber=4400000162>). In calendar year 2020 Fairfax County began using the Bonfire Procurement Portal to post solicitation documents (the contract with Bonfire may be found here<https://www.fairfaxcounty.gov/cregister/ContractDetails.aspx?contractNumber=4400009519>).
