From: William Pierce
To Whom It May Concern:
Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
A log of all FOIA requests made to the Evanston Police Department in 2016. Ideally, this log would be a CSV or similar file in the form: requestor name, requestor organization (if any), description of request, date received, date fulfilled.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
William Pierce

Please be advised that an additional 5 business days from the original due date is needed and the additional time is needed for the following reason(s):
_____ records are stored at other locations than the office having charge of the requested records;
_____ request requires the collection of a substantial number of specified records;
_____ request has categorical terms and requires an extensive search;
___X__ requested records have not been located and additional efforts are being made to locate them;
_____ requested records require examination by personnel having the necessary competence to determine if they are exempt from disclosure or should be revealed only with appropriate redactions;
_____ records cannot be compiled with the public body within the time limits prescribed by paragraph (c) of this Section without unduly burdening or interfering with the operations of the public body; and/or
_____ There is a need for consultation, with another public body or among two or more components of the City having a substantial interest in the documents produced.
From: Evanston Police Department
Your FOIA request has been denied pursuant to 5 ILCS 140/3(g) as compliance with your request would be unduly burdensome. In order for our office to comply with your request, it will require extremely time-consuming efforts from our staff. The requested records produced over 500 pages. The review and redaction would take 8 hours of staff time dedicated solely to this request.
You have a right to appeal this decision within 60 days to Sarah Pratt, Acting Public Access Counselor, Office of the Illinois Attorney General, 500 S. 2nd Street, Springfield, Illinois 62706, (1-877-299-FOIA) or to seek judicial review under section 11 of FOIA, 5ILCS 140/11.

Hello,
Just to clarify, this request (17-745) was for a *log* of the requests, not the released documents themselves. Would a list of all FOIA requests made to the EPD in 2016 be 500 pages long?
Best,
William Pierce
