Pursuant to the Oregon Public Records Law, I hereby request the following records:

Records sufficient to show the names, star numbers, respective dates, and the type of time off of all police officers and/or employees who requested any personal time off, vacation days, personal days, furlough days, or any other time off for the dates of, on, or between Jan 1, 2021 and January 8, 2021 AS WELL AS the dates of, on, or between Jan 1, 2020 and January 8, 2020.

Ideally, please provide the records in an excel spreadsheet.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Would you please clarify what you mean by ‘star numbers?” We don’t have anything by that name. Do you mean badge numbers, or other employee numbers? Once we know that, we can provide you a cost estimate.

Good afternoon,

The City is the custodian of records responsive to your request for:

“Records sufficient to show the names, star numbers, respective dates, and the type of time off of all police officers and/or employees who requested any personal time off, vacation days, personal days, furlough days, or any other time off for the dates of, on, or between Jan 1, 2021 and January 8, 2021 AS WELL AS the dates of, on, or between Jan 1, 2020 and January 8, 2020.” After an inquiry to clarify with you, we will be considering ‘star’ to be badge number and employee numbers.
We estimate it would take approximately seven hours to process this and then research if there is exempt materials, which would require redaction. This includes attorney time to review the applicable employment and public records laws. The City’s fee schedule establishes an hourly rate of $41.31 per hour for staff time. Thus, based on 7 hours, the estimate to respond to your request is $289.17. 86. I can extend to you a 25 percent media discount, which will result in the cost being reduced to $216.8775

If you would like to proceed with your records request, please provide me with written authorization to proceed (response to this email is fine) and pay the estimated costs for that request. There is no charge for copies provided the records are delivered electronically. If you would like to proceed, let me know and I’ll provide a phone number to pay by phone using a credit card.

Upon payment, the City will search for the record(s) and will provide copies of the records for which the City does not claim an exemption from disclosure as soon as practicable. If the actual cost of this records request exceeds the estimated amount, the requestor is required to pay the difference prior to the records being released. If the estimated cost of the records request exceeds the actual cost, the City will refund the difference.

For any record that the City asserts an exemption you may seek review of the City’s determination as indicated in ORS 192.329(2)(f).
