Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:

Attention Borough of Etna Freedom of Information Officer:

- Please provide a copy of the Borough of Etna Crimes Code Title 18 Section 1298 and Section 1289.

- Please provide a copy of the full legal description of these code and section violations, along with any fines allowable by law associated with these code and section violations.

- Please provide the legal description of any warnings and any legal rights a purported violator has, by law, leading up to any citation(s) and fine(s) associated with these type of violations.

Thank you for your response.

The 'DENIED' response to the above Freedom of Information request is unreasonable as the 2 citations' fines were $1,000 each or $2,000 total. Please refer to CITATION NO. P9505780-4 and CITATION NO. P9505781-5.

Please refer to an earlier request for the 'Borough of Etna Codes and Ordinances, Laws and Rules and Enforcement Procedures, including associated fines as allowable by law', for which the Borough of Etna is still waiting, for either a $401.50 payment for copies or alternately have a crew, with a scanner, scan and post copies of the Ordinances and Fines, as allowable with specified Authority.

A response and answer to the Borough of Etna Crimes Code Title 18 Section 1298 and Section 1289, would or should detail the Authority under which the Borough of Etna can issue such onerous, burdensome, extrajudicial fines.

The requester is entitled to know under what Law, Ordinance and Authority, such fines are allowed to be issued and commanded.
