Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:

Attention: Freedom of Information Officer,

- Please provide actual copies of all non-traffic citations and / or fines issued by the Borough of Etna, Borough of Etna Police and by any other authorized representatives of the Borough of Etna, between the year 2000 to date.

- Please indicate whether the citations and / or fines were appealed or paid in full, and the amount that was paid, or not, per citation and / or fine.

- Please provide a spreadsheet of the cost associated per citation and / or fine, if the citations and / or fines were appealed and the level of the appellate process, if applicable.

- Please a provide a copy of any policy, written or verbal, of any quota imposed by the Borough of Etna which would require its law enforcement and other authorized representatives, to achieve.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your response.

There has to be some revenue accountability for the Borough of Etna.

AND the taxpayers and the public have a Right to Know.

It seems with the Borough of Etna Manager's 2017 salary set at $80,628 (and climbing), which is over twice the Borough's median income, the revenue to cover that, is coming from somewhere.

I know I am being hit, with up to six times the allowable by Law and Authority, fines, several times a year. Furthermore, the citations seem to be retaliatory and issued Ferguson, Missouri-style.

Also, it seems that the harassment and vandalism on my property and on my wrought-iron-railing enclosed porch is chronic, which is hard to keep up with, AND impossible to report, due to the Borough of Etna personnel and law enforcement aggressive, combative and retaliatory behavior. (AS A NOTE: The total fines were $2000; the $1600 as noted in the record is incorrect, as the fines are from -- please refer to CITATION NO. P9505780-4 and CITATION NO.
