Pursuant to the state open records law, Ariz. Rev. Stat. Ann. Secs. 39-121 to 39-122 and 39-128, I hereby request the following records:
All contracts (and their amendments) and memorandums of understanding entered into by the City of Eloy for services related to Saguaro Correctional Center
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This email is in response to your email dated December 20, 2014 for documents related to the Saguaro Correctional Facility Center in Eloy, Arizona. As official record keeper for the City of Eloy, I want to apologize for not responding to your request sooner. Unfortunately, I do not recall receiving your email request; however it could have been an oversight on my part. Attached is a public records request form that the City asks the public to use when requesting for public records. Please fill out the attached form and return to me; I will process your request as expeditiously as possible. There are approximately 500 to 1000 pages of documents pertaining to CCA and its correctional facilities in Eloy. Unfortunately, most of the documents do not specify which facility the amendments are for. Based on the approximate number of pages, the documents you are requesting will need to be sent by U.S. mail service. The City charges $.15 per page, plus postage. Please let me know if you wish for me to proceed with your request. Thank you.

All contracts (and their amendments), memorandums of understanding, intergovernmental service agreements, and any agreements of any sort entered into by the City of Eloy, Arizona for all services, equipment, and activities involving/provided by/contracted for regarding Saguaro Correctional Center and any facilities associated with Saguaro Correctional Center through any of the aforementioned agreements regarding the facility.
Responsive materials should include but not be limited to:

Thank you so much for your help. Below I've copied updated request language to include a few more points. Do you mind clarifying what materials are available for these additional elements? Also, if you could provide any other city agencies that might have responsive materials, that would be greatly appreciated. I am absolutely interested in obtaining all available materials, though I worry about the necessity of paper duplication. If these materials are stored electronically, I would be happy to provide a cd, USB drive, or Dropbox location for their transmission.

Is it possible for you to contact by phone Monday, October 26th? I believe I have provided and/or made available to you all documents in my possession relating to the prison(s) in Eloy. I believe that if we can speak to each other by phone, you and I can get a better understanding of exactly what you need. Documents such as Invitation to bid; vendor responses; evaluation material…I do not have in my possession. You will need to contact ICE for those documents. I am hoping you will be able to contact me Monday so I can make every effort to make sure you have the documents you are requesting or direct you to the person or department for them. I just completed processing several other public requests that came in prior to yours. I will be contacting those individuals listed on your request for any emails they may have to/from CCA. I’m not sure how many pages there will be, but I’m going to estimate that it could be around 300 to 400 pages. You will be looking at a cost of $45 to $60 for the copies, plus shipping cost. Please let me know if you want me to proceed with your request.

I just realized that information to/from CCA will cost more than I first quoted. If you want written documents as well, copies could well exceed 800 pages, not including any emails, texts, etc. So your cost could easily exceed $100. So again, please let me know if you want me to proceed with your request.
