Pursuant to the Texas Public Information Act, I hereby request the following records:

On April 3rd, 2017 The Southwestern Border Sheriffs’ Coalition entered into a partnership with B12 Technologies to expand SBSC's biometric identification program. The following request refers to the technologies procured by El Paso County Sheriff's Office:

Purchasing and procurement documents for biometrics devices, including but not limited to: purchase orders, RFPs, responses to RFPs, invoices and contracts.

Policy, procedural, and training documents, including but not limited to: use policies, standard operating procedures, training materials, presentations, privacy assessments, data retention policies, and other guidelines. This applies to both stationary, in-house biometrics devices as well as in the field mobile, Smartphone-based, multi-modal (iris, fingerprint and facial biometrics identification) devices.

Audit documents, including but not limited to: audits of the system, misuse reports, and reports to oversight bodies

In addition to these documents I am also seeking the following data:
- The total number of individuals who have been identified through the use of biometrics devices
- The retention period for biometric data.
- The total number of [biometric data points] contained in the agency’s database
- The retention period for biometric data
- The number of mobile and stationary biometrics devices purchased and in use
- The total number of authorized users of the stationary and mobile biometrics devices
- Which external agencies and entities have access to biometric data in the database and under what conditions,
- Whether biometric data is combined with biographic data such as name and address in the database, and
- The process by which data is entered into the database

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thanks so much for your help with this request! I really appreciate it. The released records show how I.R.I.S. data is collected but does not include for how long the information is retained. Does El Paso have a retention period for biometric data?
