Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

All communication and documents to/from Mayor Emeka Jackson-Hicks, Executive Assistant Deidre Powell, specifically regarding Ameren and energy efficiency between July 19, 2017 and September 19, 2017. Keywords that can be used in the search of records are limited to: "Ameren", "energy efficiency", "17-0311", and "Illinois Commerce Commission".

I am requesting a waiver or a reduction of fees since the requested documents will be made available to the general public, and this request is not being made for commercial purposes, and the organization I work for, Energy and Policy Institute, can be classified as a representative of the news media. Additionally, I have accounts with Republic Report and Huffington pose to disseminate the information.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Kasper,

The City is in receipt of your FOIA request. I realize this is a second request for the information requested. I sincerely apologize for the oversight on this matter. I ask that you bear with us, as there has been a few changes in the Mayor's and City Manager's Offices that has resulted in a new FOIA Officer. Please forgive any delay in responding to your initial request within the requisite 5 days. The Mayor's Executive Assistant and I are researching now to determine if there are any documents that are responsive to your request. Please expect a response no later than 5:00 p.m. on October 3, 2017.

Matt,

Thank you so much for your patience in this matter. There has been a number of changes in the administration here and it has caused many delays. The Mayor does not currently have an Executive Assistant and I had to have someone search her email account. There are no documents responsive to your request. Specifically,

1. Ms. Powell no longer with the City and was not employed here during the time period of July 19, 2017 - September 19, 2017.

2. A search was conducted on Mayor Jackson-Hicks email account using the terms you specified and there were no communications found as it relates to Ameren and energy efficiency.
