Pursuant to the Rhode Island Access to Public Records Act ("APRA"), I hereby request the following records:
Written procedures for access to the agency’s public records, including any records request forms required or suggested by the agency.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Mr. Musgrave:
I write in response to your request to the East Providence Police Department in which you make a records request pursuant to the Access to Public Record Act ("APRA"), R.I.G.L. §38-2-2, et seq. In response, I have attached copies of the documents requested.
Be advised that the "preliminary drafts, notes, impressions, memoranda, working papers, and work products..." are not public records under APRA, and therefore such records, if any, have been omitted from the instant production of documents. (No documents have been withheld).
Also, please be advised that in accordance with RIGL §38-2-7, you have the right to appeal this response if you feel we have not complied.
(a) Any denial of the right to inspect or copy records provided for under this chapter shall be made to the person or entity requesting the right by the public body official who has custody or control of the public record in writing giving the specific reasons for the denial within ten (10) business days of the request and indicating the procedures for appealing the denial. Except for good cause shown, any reason not specifically set forth in the denial shall be deemed waived by the public body.
(b) Failure to comply with a request to inspect or copy the public record within the ten (10) business day period shall be deemed to be a denial. Except that for good cause, this limit may be extended for a period not to exceed thirty (30) business days
