Pursuant to the California Public Records Act, I hereby request the following records:

1) emails between Dublin San Ramon Water District (@dsrsd.com) and National Plant Services (@nationalplant.com), between July 1, 2017, and December 31, 2018.

2) contracts executed between Dublin San Ramon Water District (@dsrsd.com) and National Plant Services (@nationalplant.com) between January 1, 2017, and January 1, 2020.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is a preliminary response to your Public Records Act email request sent on January 25, 2021, and received on January 26, 2021, to our pra@dsrsd.com email account seeking the following:

1) Emails between Dublin San Ramon Water District (@dsrsd.com) and National Plant Services (@nationalplant.com), between July 1, 2017, and December 31, 2018.
2) Contracts executed between Dublin San Ramon Water District (@dsrsd.com) and National Plant Services (@nationalplant.com) between January 1, 2017, and January 1, 2020.

District staff is working diligently to search for all records potentially responsive to your request that are not exempt from disclosure. However, due to the need to collect and appropriately examine the numerous separate and distinct records potentially responsive to your request, and to consult among various components of the District and with its legal counsel, the District will require a 14-day extension period as provided for under Government Code Section 6253(c).

The District Code requires payment of a fee for copies of public records (the direct cost of duplication) and also where programming and computer services are required. Because no hardcopy records have yet been requested, there is currently no fee. There is no fee for records being transmitted electronically, assuming no programming or computer services are required. It is expected that the records being sought will be provided electronically.

Additionally, the District maintains a great deal of information on its website www.dsrsd.com<http://www.dsrsd.com>. The public is encouraged, but not required, to review the website for various information and records which can be downloaded immediately and free of charge.

As indicated in our initial response dated February 5, 2021 (attached), staff began a search for records responsive to your request. District staff is working diligently to search for, gather, review, and disclose all documents responsive to your request that are not exempt from disclosure. Due to the need to collect and appropriately examine the numerous documents potentially responsive to your requests, and the need to consult internally among various components of the District, the District invoked a 14-day extension period with the intention to complete the compilation and examination of the records as provided for under subdivision (c) of Government Code section 6253.

Since the preliminary response, several records have been gathered as potentially responsive.

* Category 1 - We are currently culling through more than 500 emails potentially responsive to your request. The District estimates its review of potentially responsive emails will be completed by Friday, March 5, and that the disclosable records determined to be responsive to your request will be released on Wednesday, March 12.
* Category 2 - We have identified three (3) agreements that we believe are responsive to your request. These agreements accompany this and subsequent email(s) (due to size limitations), per your request the District provide electronic records to fulfill your request. Please clarify if the attached agreements satisfy your request for "contracts executed" as this could be interpreted to include purchase orders associated with the agreements.
