Pursuant to the Iowa Open Records Law, I hereby request the following records:
Records sufficient to show the names, star numbers, respective dates, and the type of time off of all police officers and/or employees who requested any personal time off, vacation days, personal days, furlough days, or any other time off for the dates of, on, or between Jan 1, 2021 and January 8, 2021 AS WELL AS the dates of, on, or between Jan 1, 2020 and January 8, 2020.
Ideally, please provide the records in an excel spreadsheet.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

This will confirm receipt of your open records request to the City of Des Moines dated January 11, 2021. Your request has been forwarded to me for response.
Before an assessment can begin to determine staff services and costs to fulfill this request, please clarify the following with regard to your request: Do you wish to obtain the requested information for all City of Des Moines Police Department employees, including support personnel, or only sworn officers (your request refers to star numbers)?
In the meantime, the City 's cost policy is as follows: According to the policy of the City of Des Moines, the first 15 minutes of staff time towards determining and fulfilling a request is without charge; however, staff time spent on a records search beyond 15 minutes is calculated by multiplying the base hourly wage of all of the employees who work on the request times the number of hours spent on the search to the nearest quarter-hour increment. Fees are charged for copying, faxing, document scanning, CDs, postage and other costs when applicable. A deposit of one-half of the estimated cost of fulfillment must be submitted to the City of Des Moines prior to further staff time being expended on the search. The remainder due will be calculated by the actual amount of time expended and any copy fees, etc., required to fulfill the request and will be due prior to receiving the documents.

The City estimates fulfillment of your request for time data for all Police Department employees (both sworn and non-sworn) may take up to one hour of staff time, resulting in an estimated cost of $32.41.
The time estimate for this data for non-sworn employees only is 45 minutes, resulting in an estimated cost of $24.31.
Based on the minimal cost difference between the two estimates and your previous email expressing your desire to receive the information for all Police Department employees, the remainder of this email will be assuming you wish to proceed with the full request. If this is not accurate, please let me know.
Your approval is required to initiate the next step by providing payment of 50% of the total estimated cost of staff time to fulfill the request. Please confirm your continued interest in pursuing your request by sending a check made payable to the City of Des Moines in the amount of $16.20 to my attention: Lisa Mickey, Open Records Coordinator, Des Moines City Hall, 400 Robert D.
