From: Samuel Sinyangwe
To Whom It May Concern:
Pursuant to the Colorado Public Records Law, I hereby request the following records:
1. The total number of uses of force reported in 2014, 2015, 2016, and 2017 (separated by year).
2. The total number of use of force complaints submitted in 2014, 2015, 2016, and 2017 (separated by year).
2. The total number of use of force complaints sustained in 2014, 2015, 2016, and 2017 (separated by year).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
Sincerely,
Samuel Sinyangwe
From: Denver Police Department
Good Morning Mr. Sinyangwe:
Please accept this response to the attached request mailed to the Denver Police Department for data on use of force incidents and complaints.
UOF incidents UOF Complaints Sustained
2014 - 528 198 4
2015 - 554 121 0
2016 - 523 90 1
2017 - 523 79 6
*The number of UOF complaints reflects the number of Officers that received complaints, not the number of complainants. Many of the cases have multiple Officers that were accused of Inappropriate Force.
In the future, please submit any requests for the Denver Police Department directly to me via email for a timely response. There is no "CPR Office" and mail addressed to that office takes a while to get properly routed to me. If you have any questions, please do not hesitate to contact me.

Thanks for sending this! To clarify, does the number of use of force incidents refer to the number of times an officer used force (meaning if they used force twice in one interaction it would be two incidents) or the number of interactions with a subject in which officers used one or more types of force?

I wanted to follow up on the following request, copied below. Please let me know when I can expect to receive a response.
Thanks for your help, and let me know if further clarification is needed.

Good Afternoon,
In the future, please do not send any requests via email to a "CPR" office==there is no such office and one can only guess where such mail gets routed. Please email me directly.
The use of force data is characterized by incident - if force was used multiple times in the same incident, it remains a single incident.
