Pursuant to the Colorado Open Records Act, I hereby request the following records:

All completed job applications from prospective applicants to the police department dating from January 1, 2014 to July 1, 2021. In particular I am looking for (but not restricted to) the following information from each applicant: date application received and/or processed, application unique identifier (if exists), gender/sex (if exists), race (if exists), and any resume/CV/cover letters attached. However, any and all information of the applicantion that is available is most preferred.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Dear Mr. Topper:

I am an Assistant City Attorney with the City and County of Denver representing the Civil Service Commission. The Commission has received your request for public records pursuant to the Colorado Open Records Act. I apologize for the delay. You directed your initial request to the Denver Police Department instead of the Commission, and then we had the Thanksgiving holiday.

Please be advised that we charge for the time required to respond to such a records request at the rate of $33.00 per hour for each hour required after the initial hour of work. We will prepare and provide to you an estimate of time and the amount you will need to pay before our work can begin.

We are in the process of determining how many hours we anticipate it will take to respond to this request. Right now it is looking like hundreds of hours of work to provide the documents you are seeking. Please note, since the Civil Service Commission does not require a CV/resume to be uploaded as part of the job application, we may not be able to provide this information. Also the Commission may not be able to obtain full records back to 2014. Applications prior to 2018 may not be available as they were entered into an old applicant tracking system (iCIMS) the Civil Service Commission no longer has access to.

Right now the Commission is estimating 300 hours to gather, review, and redact the documents you are seeking. Please advise if you would like to clarify, narrow, or limit the timeframe of your request. After you clarify your CORA request, we will provide you with an invoice to complete the work. Once we receive payment, the Commission will begin. While we strive to process CORA requests within three (3) business days or less, with the COVID-19 pandemic and remote work, we are working under extenuating circumstances and assert our right to another seven (7) days to process your request from the date the invoice is paid.
