Evidence demonstrating a person's predisposition

Pursuant to the Colorado Open Records Act, I hereby request the following records:

All policies, memorandums, presentations, briefings, standard operating procedures, manuals, handbooks, guidebooks, training materials, directives, instructions, and other records that state, define, or explain the kinds of evidence that demonstrate a person's predisposition.

Context: in cases where a defendant claims entrapment, evidence of his or predisposition relieves law enforcement of guilt of entrapment. You have an SOP which, on page 19, states that case officers conducting reverse sting operations should "have sufficient evidence that will demonstrate the predisposition of the suspect." In light of this statement, I request the records listed in the previous paragraph.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request be filled electronically, by e-mail attachment if available or CD-ROM or DVD-ROM if not.
