Please provide the emails of Francita Holmes, HR Strategic Business Partner, DPS from 04/01/2020 thru 06/30/2020 which include the names Jo Caldwell and or Tayseer Abdalla.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good evening, Mr. Lee.
We are in receipt of your Colorado Open Records Act request.

The timeline for responding to your request begins on the first business day following the receipt of the request. Multiple requests in one email will be treated as one request for reimbursement purposes. The district may also treat multiple requests concerning the same subject matter as one request. The process is as follows:

* The CORA Officer will review your request and work with staff to determine:

* If the district is the custodian of the requested documents;
* How much staff time will be required to retrieve the documents (please note the below reimbursement policy for requests requiring more than one hour of staff time); and
* If an extension is necessary

* If applicable, within three business days of the receipt of the request, the CORA lead with notify you of the cost of your request and any extension needed to respond to your request.
* The CORA Officer will provide a final response to your request in accordance with the applicable CORA timeline after payment is received (as applicable).

Please note:
The Colorado Open Records Act only makes available public records that already exist. It does not require the creation of new records to respond to a request. It also does not require the district to manipulate or analyze existing information in a new way to respond to a request.

CORA Reimbursement Policy -
The Colorado Open Records Act allows for the following reimbursement for reasonable costs associated with completing a request:

* Copying Expenses: We charge $0.25 for each hard-copy page after the first 25 pages.
* Staff Time: For requests that require more than one hour of staff time, we charge $30 for each additional hour of staff time expended.
* There will be a retrieval charge for documents stored at an offsite facility, dependent on the number of boxes to be retrieved.
* Electronically stored files which are larger than 14MB will be transferred to a CD for a charge of $10 per CD.

We have reviewed your CORA request related to the emails of Francita Holmes, HR Strategic Business Partner, DPS from 04/01/2020 thru 06/30/2020 which include the names Jo Caldwell and or Tayseer Abdalla. Staff have determined that retrieving, reviewing and possibly redacting 588 emails will take approximately 29 staff hours. We request that you pay the minimum estimated staff time prior to us beginning the retrieval. If fulfilling the request takes longer, we will request final payment prior to releasing the documents.

I'm a 100 percent disabled veteran and on a fixed income. I'll have to pursue my objective in a manner that my resources allow for.

Let me know what I owe you for the modified request for only the first 54 emails, if anything. Going forward you've helped me understand how to word my requests based on the 20-30 emails per hour limit so as not to create any confusion. I'll use this figure to adjust my requests so as to limit the back and forth and need to modify requests. I realize this may only pertain to emails and that other forms of communications I may request may have different cost factors.

I just sent you an email about conducting email searches with two terms that would be in an email and wanted to follow up on this request to see if by using this search method, we can filter out emails that would not be what you are really searching for. This request is: the emails of Francita Holmes, HR Strategic Business Partner, DPS from 04/01/2020 thru 06/30/2020 which include the names Jo Caldwell and or Tayseer Abdalla.

Is there second term we can add to "Jo Caldwell" or "Tayseer Abdalla" that would help focus the search on what you really want? "Tisha" - "Stephanie"

Again the more distinct the terms are the less false positive emails that I need to review. Again, I am happy to help you with the search terms if you wish.
