Pursuant to the Colorado Open Records Act, I hereby request the following records:

- Does Denver International Airport own, or have access to, any IMSI-catchers, sometimes also known as Stingrays?

- If Denver International Airport does have access to these devices, how many does it currently have access to?

- Records regarding the acquisition, maintenance, upgrade and subscription costs of such devices, including invoices, purchases orders, contracts, loan agreements, procurement documents (but not limited to solicitation documents or notices of proposed contracts, proposed bids, unsolicited proposals, and/or documents justifying contracting without full and open competition), correspondence with companies providing the devices, and similar documents, from January 1st 2010 to the date of this request.

- If Denver International Airport does have access to these devices, please confirm the brand, make and model of the devices that are currently available for use.

- If Denver International Airport does have access to these devices, please confirm how many times they have been deployed from January 1st 2010 to the date of this request.

- If Denver International Airport does have access to these devices, please elaborate on what types of operations they have been used to support (i.e., serious crime, human trafficking, etc)

- All current policies maintained by the department regarding the use of such devices, even if no devices are currently available for use.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In order to help to determine my status to assess fees, you should know that I am journalist writing for Motherboard, VICE's technology and science site, and that this request is being made as part of news gathering.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request for public records pertaining to IMSI-catchers at Denver International Airport was received by the airport's Chief Executive Officer and forwarded to Airport Legal Services to assist the airport with its response.

We have contacted the necessary airport divisions regarding your request to determine whether there are records in the airport's custody that may be responsive to your request. As disclosed on the airport's website, flydenver.com, there is a cost associated with CORA responses that are too large to be transmitted electronically, or that require more than one-hour of staff time to research and compile. We will contact you as soon as we learn more information.
