To Whom It May Concern:

Pursuant to the Colorado Open Records Act, I hereby request the following records:

Police reports for every motor vehicle break-in and/or larceny from a motor vehicle that occurred in 2015. I want to determine how many vehicle break-ins occurred in your jurisdiction and basic information about each, including what, if anything, was stolen.

I want to see all the information contained in each police report, including, but not limited to, the time and location of each crime; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; victims' names, ages, addresses and contact information; and the narrative summary of what happened.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Ben Hallman

Given the quantity of reports that our request is likely to produce, we want to narrow it. Instead of requesting incident reports for every larceny from a motor vehicle in 2015, we are now only requesting reports for larcenies from motor vehicles in which a firearm was stolen in 2015.

We still want see all the information contained in the report, including, but not limited to, the time and location of each incident; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; the victims' names, ages and contact information; and the narrative summary of what happened.

Please also provide the TOTAL number of larcenies from motor vehicles that were reported to your department in 2015, no matter what, if anything, was stolen. All we need here is a number.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

Mr. Hallman-

This request appears to be identical to a request received on July 21st. To assist in managing the volume of requests received by this office, please do not re-submit your request, as this may lead to a delayed response.

Hi Mary,

The second request is much narrower than the first one we submitted. Instead of every larceny from motor vehicle report, we now only want larcenies from motor vehicles in which a firearm was stolen. We hope that will cut down on the amount of records that have to be collected. Please let me know if my request doesn't seem clear.

Thank you.

Thanks, I am so buried, I didn't read it well enough-that will help a bit in light of the fact that in 2015 we had 6,248 theft from motor vehicle cases. I will research what it will take to respond to your revised request and be back with you next week when I have a better idea.

Good Afternoon:

Please find attached a workbook with the information that we are able to pull from our records management system, including the time and location of each incident, the make and model of vehicle, description of what was stolen and the victim's name. Without opening each report we are unable to identify the method of entry, where from inside the vehicle the item was stolen or the narrative summary. We do not provide the contact information for crime victims.

Since we already invested one hour in pulling the data for the initial response, any further work on this will be charged at a rate of $30 per hour for the retrieval, review and redaction of the reports. I estimate that it will take 1.5-2 hours at a cost of $45-$60.
