Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:
• All policies related to the employment and payment of incarcerated persons under the jurisdiction of this agency.
• The most recent report regarding currently-employed incarcerated persons under the jurisdiction of this agency. Please include all available segregable information, including the type of employment, the wage at which the employment occurs, and any other applicable information. Please do not include any personally identifying information.
• All reports regarding post-incarceration employment for individuals formally under the jurisdiction of this agency.
If no such reports exist and if reports with equivalent information also do not exist, confirmation of the fact that no data at all exists on this subject will suffice.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Please accept this response to the request for information you sent to the Department of Correction on September 20, 2018 requesting "all policies related to the employment and payment of incarcerated persons under the jurisdiction of this agency. The most recent report regarding currently-employed incarcerated persons under the jurisdiction of this agency. Please include all available segregable information, including the type of employment, the wage at which the employment occurs, and any other applicable information. All reports regarding post-incarceration employment for individuals formally under the jurisdiction of this agency."
In response to your request, please find enclosed Department of Correction Policy 2.2 Offender Employment and Compensation and Bureau of Prisons Policy 2.2 Offender Employment and Compensation. Also please find enclosed the Joint Finance Committee Information for 2017 related to employment of offenders; however, please be aware that this is only information for Level 2 and 3 offenders at the end of 2017. Therefore, it is only a snapshot of two levels of probation supervision at that particular moment in time.
Also in response to your request, please find enclosed Offender Job Titles Rate of Pay for Current Enrollments by job title and by program. Each report contains the same information from our Level IV and V facilities but in different sorting views:
Ø By Program - Lists the wage rate, titles and number of incumbents sorted by program as of 10/08/18.
Ø By Job Title - Lists the wage rate, titles and number of incumbents sorted by job title as of 10/08/18.
My apologies on behalf of the Department as the data requested in Bullet # 2 required our Central Business Office to network with our Level IV and V facilities to gather the offender wage data.
This fully responds to your FOIA request and this matter is now considered closed.
