To Whom It May Concern:

Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:

The adjusted population data that was created from the PL data and adjusted by reallocating incarcerated individuals, and was used for legislative redistricting. This data may be part of the Delaware 2020 Census Prisoner Adjustment project referenced in the final report from Caliper Corporation dated October 15, 2021 and signed by Robert Freimer.

This is the block-level adjusted dataset that was used by the legislature, and whatever that contained. If it is helpful for reference, this data should be a block-level file that would include, at a minimum, the census block GEOID, the total adjusted (post-reallocation) population, and the adjusted population broken down by race and ethnicity.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

This request is filed by Jonathan Rudenberg, a citizen of Delaware, in coordination with Andrew Drechsler.
