Hello Mr. Spears,
I apologize for the delay in my response. I'm wondering if you might provide some clarification regarding the cost of this request.
I am making this request as part of a journalistic investigation. Its scope is nationwide, and similar requests have been placed in other jurisdictions. As I understand the Oklahoma Open Records Act (http://www.odl.state.ok.us/lawinfo/docs/2006-librarylaws-parte.pdf), there is no provision suggesting that a deposit should be allowed to be levied prior to any processing of a request. It also suggests that fees generally should not be used as an obstacle, and since this request is being made for research by the news media, any fees should typically be limited to only those absolutely necessary for duplication.
Could you please give me a sense of the procedure by which the search will be undertaken or some other parameters by which we might productively proceed?
Thanks so much for your time and help,
Beryl
