Please review each item in the list for freedom information as it corresponds with your agency.

1. Personnel Files for Officer Candice Coldwater and all staff employed by Wynne Police Department , including Investigative File For Allegations. All records in regards to above Officers

2. All records created, sent, or received about Demetrius Brown complaint against Officer Candice Cold Water Investigation

3. A complete copy of All Officers of Wynne Police Depart Employee Performance Folder/Files, or the equivalent, that contains their evaluations, appraisals, proficiency reports, and related notes.

4. All documents, notes and correspondence (including electronic correspondence) pertaining to any and all complaints filed against the City of Wynne from 2000 to present. The documents should include any settlement agreement reached in the matter.

5. All documents, notes and correspondence (including electronic correspondence) pertaining to any grievances filed by any and all officers. The documents should include all responses by the Agency and the ultimate decision.

6. All documents, notes and correspondence (including electronic correspondence) pertaining to all internal investigation regarding allegation of sexual harassment, sexual harassment or any other misconduct.

7. All Information In Regards to DEMETRIUS BROWN D.O.B. 11/04/1982 in your records or possession. I would also like any and all video from each arrest for each charge listed on court documents.

8. All video and radio communications from DEMETRIUS BROWN ARREST during the month of November 2021, at the residence 520 West Union, Wynne, Arkansas 72396 by Officer Candice Colewater. The request is being made on the behalf of Demetrius Brown and family. This includes video from body camera and in car camera. Please include all paperwork for the cases assigned to Mr. Demetrius Brown. This includes all court cases pending and completed.

9. A complete list of Wynne Police Department employees with race, status, hire date and title from 2010 to present. If no longer employee explain reason of dismissal

10. Copies of all decision letters on all complaints filed against the Wynne Police Department. If there are no decision letters on certain proposals, please provide the ultimate disposition in those matters.

11. All documents generated by having your information technology staff conduct the following keyword searches of the electronic mail system(s) utilized by these employees (or former employees) of the Wynne Police Department and The City of Wynne.

The keyword search should include, but not be limited to, folders in active mailbox messages, outgoing messages, and archive files and folders. The keyword search parameters are as follows:

Date range of the email search: 1980 to present

Key Words for the search of email message body, subject line, and attachments: Reed, Young, discrimination, n-word, nigger, “sexual harassment,”

(Please provide a hard copy of all messages resulting from the foregoing searches and an electronic copy of the search results in PDF format. Please ensure that all electronic mail messages provided contain message header information including the names of the sender and all recipients, subject line, and date sent or received. Please include the message body for each message and any message attachments. Also include any other information routinely included in your agency’s mail message headers.)

The pertinent provisions of the statutes under which this request is made are set forth by Arkansas Freedom of Information Act. The request is made for public purposes and in connection with an possible pending official investigation in which request have been made.
