To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

All correspondence to or from specific employees of the Cook County State's Attorney's Office to or from employees of the Chicago Department of Law regarding the potential public release of any video of the Chicago police shooting of Laquan McDonald in October of 2014. This includes -- but is not limited to -- correspondence about the potential timing of such a release of the video. I hereby request any and all correspondence between the dates 10/20/14 and 11/25/15.

The specific employees of the Cook County State's Attorney’s Office that this request covers are: Anita Alvarez, Daniel Kirk, Walter Hehner and Garvin Ambrose.

The employees of the Chicago Department of Law that this request covers includes -- but is not limited to -- the current and/or previous Corporation Counsel during the designated time period; the department's current and/or previous First Assistant during the designated time period; the department's current and/or previous Director for Public Affairs during the designated time period; the department's current and/or previous Chief Labor Negotiator during the designated time period; the head of the department's Prosecutions Division during the designated time period; the head of the department's Litigation Division; and the head of the department's Support Divisions during the designated time period.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Please search for responsive records regardless of format. I request the information in a machine-processable format, such as a spreadsheet (CSV or XLS) or word processor (TXT, DOC, DOCX) format. It can be provided by email, thumb drive, or CD. If it is unavailable in any other format, an OCRed PDF (i.e. searchable) will do.

If it is your position that any portion of the requested records is exempt from disclosure, I request that you provide it with a Vaughn Index/privilege log of those documents.

In the event some portions of the requested records are properly exempt from disclosure, please disclose any reasonably segregable non-exempt portions of the requested records. If it is your position that a document contains non-exempt segments, but that those non-exempt segments are so dispersed throughout the document as to make segregation impossible, please state what portion of the document is non-exempt, and how the material is dispersed throughout the document. If a request is denied in whole, please state specifically that it is not reasonable to segregate portions of the record for release.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,
David Sirota
