Any and all contracts (as well as all associated amendments, exhibits, and materials), memorandums of understanding, and other equivalent agreements entered into by this agency with or any other social media surveillance software or equipment company, including but not limited to:

• BrightPlanet
• Geofeedia
• Intrado Inc.
• LifeRaft
• Magnet Forensics
• Media Sonar
• Signal Corporation
• ZeroFOX

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• other bidder responses
• the current contract
• all exhibits
• all amendments
• all performance work statements
• all deliverables inventories
• all invoices related to the deliverance of software, services, or goods

Please also include:

• all policies related to the acquisition and use of social media and surveillance software by individual officers and representatives of this agency
• all materials related to the use of any other social media platform, including but not limited to Facebook, Instagram, Twitter, Nextdoor, etc.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Lipton:

I am responding to your Public Records Act request dated December 29, 2017 and received in our office on January 2, 2018, which you state is a follow-up to a previous request. Please note that our office has no record of receiving a previous request. You have requested several documents regarding contracts with social media surveillance software and policies relating to social media and surveillance software.

In response to your request for contracts with social media surveillance software companies, I must advise you that the Contra Costa County Sheriff's Office does not have any contracts with the companies you have listed in your request. As we have no knowledge of the companies you listed and the business they conduct, I am unable to ascertain whether we have a contract with a similar company.

In response to your request for "all policies related to the acquisition and use of social media and surveillance software by individual officers and representatives of this agencies" I have attached the Sheriff's Office policy 1.07.38 "Automated License Plate Reader (ALPR) Devices" as this is the only policy that might arguably be said to relate to "surveillance" that we have.

In response to your request for "all materials related to the use of any other social media platform, including but not limited to Facebook, Instagram, Twitter, Nextdoor, etc.," please see the attached Sheriff's Office policy 1.07.59 "Social Media/ Social Networking Policy."
