Attention: Work Opportunity Tax Credit (WOTC) Unit

To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

1) All reports regarding Work Opportunity Tax Credits certified in 2019 and 2020 provided to the US Department of Labor, including forms 9058.
2) Any database tracking Work Opportunity Tax Credit certifications which is created or maintained by your department or by any third party vendor under contract with your department, preferably in .csv or .xlsx format. If it is easier, the database can be limited to the calendar or fiscal years ending in 2018, 2019 and 2020.
3) The most recent of any contracts with third party vendors to track WOTC certifications.

My goal is to ascertain which businesses and industries are applying for and/or receiving Work Opportunity Tax Credits, for which categories of employees and which occupations. If a conversation could help narrow or expedite the completion of this request, I am available at 802 233 4992 and emily_corwin@harvard.edu.

I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have attached our Work Opportunity Tax Credit (WOTC) federal reports for calendar years 2019 and 2020, and the first two quarters of 2021. These reports provide occupational characteristics by ONET<https://www.onetonline.org/> Standard Occupational Classification (SOC)<https://www.bls.gov/soc/2018/major_groups.htm> job category for the certifications issued each quarter. We are not required to report occupational data for applications that do not result in certification, but CTHires<http://www.cthires.com/> does track that information so I was able to provide occupational counts by ONET category for the applications in CTHires that were submitted between January 2018 and August 2021.

Thanks so much for this! The response to part 1 of my request is just what I was seeking. Regarding part 2: Thanks for the effort you went to put together this data. While the xlsx containing job position counts are quite helpful, I am wondering if you are able to provide the following data. After my intial request here went unanswered, I sent the following to Juliet Manalan and Dante Bartolomeo. It's not clear to me if you have seen that email, but these are the fields I am hoping to receive for WOTC applications 2018-2020:

Business name (โ€œEmployer nameโ€) | Target group | Starting wage | Job position | Approved/denied | Application date (โ€œdate receivedโ€)

The database I am seeking these fields from is likely what is used to populate forms 9058, and is likely derived from ETA Form 9061.
