To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

Any memoranda, training materials, guidelines, statements of policy, legal advice, legal opinions, legal memoranda, and legal briefs regarding sting or reverse sting operations involving fictional stash houses.

The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and Drug Enforcement Administration (DEA) have carried out such operations in Connecticut, possibly with the assistance of state or local police. See United States v. Colon, No. 3:14-cr-00085 (JAM) (D. Conn. 2014).

I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Sincerely,

Avinash Samarth

Good Afternoon:

Ms. Samarth:

Please find electronically attached herewith an Administrative and Operations Index. The terminology in your FOI request is unclear as to what exacting specifically you are requesting, i.e., fictional stash houses, sting or reverse sting operations.

Once this office receives a clear and narrow understanding of your FOI request, we will resume the search request for any records responsive.
