From: David Sirota

To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

- All correspondence to or from employees of the Office of the Governor to or from email addresses from any of the following domain names: @cigna.com, @anthem.com or @rc.com

- All correspondence to or from employees of the Office of the Governor to or from email address theolearygroup@gmail.com

- All correspondence to or from employees of the Office of the Governor to or from email address theolearygroup@gmail.com

I hereby request such correspondence from the dates 2/1/15 to the present.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Please search for responsive records regardless of format. I request the information in a machine-processable format, such as a spreadsheet (CSV or XLS) or word processor (TXT, DOC, DOCX) format. It can be provided by email, thumb drive, or CD. If it is unavailable in any other format, an OCRed PDF (i.e. searchable) will do.

If it is your position that any portion of the requested records is exempt from disclosure, I request that you provide it with a Vaughn Index/privilege log of those documents.

In the event some portions of the requested records are properly exempt from disclosure, please disclose any reasonably segregable non-exempt portions of the requested records. If it is your position that a document contains non-exempt segments, but that those non-exempt segments are so dispersed throughout the document as to make segregation impossible, please state what portion of the document is non-exempt, and how the material is dispersed throughout the document. If a request is denied in whole, please state specifically that it is not reasonable to segregate portions of the record for release.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Sincerely,

David Sirota

Still working on it… I won’t leave the office tomorrow until I get you the documents. (Hopefully the fact that that is before a 3 day weekend means even more!)

From: David Sirota

Thank you. I really appreciate you getting them to me today. I'm working all weekend and am hoping to be able to review them then.

Sorry- we’re having a technical difficulty with one last person’s documents that I need to review. We have our agency that handles IT working on it, and truly, as soon as I can access and review, I will get it to you.

From: Ayala, Nicole (OTG)

Hi David,

I was just provided with the last bit of information that I was waiting for. I still need to review the documents to determine what is responsive, but since it is all now within my possession, I can give you the assurance that I will have the final bit of this response to send to you on Monday morning. I have also started the processes for your other two requests, and anticipate being able to get you that information next week.

Thank you and have a nice weekend,
Nicole
