Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

1) Copies of all digital media and motion picture tax credit transfer notices submitted to the Department of Economic and Community Development since Jan. 1, 2012. The transferors and transferees of the tax credits are required to file written notice with DECD within 30 days of a transfer. If DECD maintains a database that includes the information contained in the transfer notices, a copy of that database would satisfy this request and eliminate the need to send each individual notice.

I ask that all fees be waived for this request as I am a journalist employed by the Lowell Sun and I intend to use the requested records to publish articles in the public interest and not for any commercial purposes.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

While it is the policy of DECD to make agency documents available for public access, the information that you have requested for is considered taxpayer data and as such is material that DECD cannot be compelled to disclose pursuant to a number of statutes, including CGS sections 1-210(b)(5), 1-210(b)(10), 32-244 and 12-15 and Regulations of Connecticut State Agencies (RCSA) sections 12-217jj-11.
