Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

All email communications sent or received by the Connecticut Insurance Department between April 1, 2013 and June 30, 2013 to or from any of the following individuals:

Jacob J. Lew, Ben Bernanke, Edward DeMarco, Roy Woodall, Michael McRaith, John Huff, Chris Ledoux, John Nolan, Mark Sagat, Neal S. Wolin, Maria Perozek, Jose Berrospide, George Sacco, Todd Cohen, Diane Fraser, Scott Alvarez, Laurie Schaffer or Mario Ugoletti.

And that reference any of the following terms:

Systemically Important Financial Institution, SIFI, Basel, Financial Stability Board, G-SII, Prudential Financial Inc. or Prudential Retirement Insurance

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Regarding the FOI request set out below, please be advised that we anticipate that most of the communications that may be responsive to your request are stored in the e-mail account of former Commissioner Leonardi, which is currently inactive. As such, we are attempting to gain access to the account through the Bureau of Enterprise Systems and Technology, the state agency that has custody of the account. We are not exactly sure about the timeframe necessary to be granted access, but we will notify you as soon as we are able to review the e-mail communications contained therein.

Please be advised that we have concluded our search of the records in the possession of the Insurance Department (“Department”) responsive to your request, dated June 8, 2015, for documents related to correspondence between the Department and a number of individuals and referencing Systemically Important Financial Institution, SIFI, Basel, Financial Stability Board, G-SII, Prudential Financial Inc. or Prudential Retirement Insurance.

Unfortunately, we will not be able to provide you with the records requested because the documents at issue are considered confidential workpapers exempt from disclosure pursuant to (1) sections 38a-8(d), 38a-14(i), 38a-14(j) and 38a-69a of the Connecticut General Statutes; (2) 12 U.S.C. 5322(d)(5); and (3) a memorandum of understanding between the Connecticut Insurance Department and the Financial Stability Oversight Council, et Al.
