The Department of Economic and Community Development ("DECD") has received your Freedom of Information ("FOI") request dated August 4, 2016, requesting the following information: “correspondence to or from employees of the Department of Economic and Community Development to or from employees of Bridgewater Associates, LP. This includes -- but is not limited to -- correspondence to and from email addresses that include the domain name "@bwater.com" Specifically, correspondence that covers is any correspondence referencing the First Five program from 1/1/14 to the present.”

We will search our files for information responsive to your request and will determine whether the information is subject to disclosure under Connecticut's Freedom of Information Act. Please note that requests for access to and/or copies of documents are handled in the order that such requests were received. At this time, there are currently sixteen (16) outstanding requests for access to and/or copies of documents that were received prior to your request, many of which are voluminous. As you may be aware, each document must be reviewed for statutory exemptions to disclosure prior to being made available for public access. Additionally, the legal unit is not the custodian of the records you have requested. We must therefore rely on agency staff to provide responsive materials for our review and as such, our ability to provide the materials to you is dependent on our timely receipt of them from staff.
