Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Waltman, I was notified by my assistant last evening that she located your request in her email yesterday. We do not maintain a specific list relative to FLETC. I can let you know we have sent three officer to active shooter training. I will provide you the requested documentation within a few days at no cost. Dear Mr. Waltman,

Chief Joseph O’Connor has asked that I follow-up on your request for information regarding officer training from the Federal Law Enforcement Training Centers (FLETC) between 1/1/12 and the date of your request, which was 1/22/17. For the record, this is the first FLETC training course our department has sent any of our officers to.

Three officers from our department attended FLETC’s Active Shooter Threat Instructor Training Program (Course C_ASTITP-604SLTD) in Charleston, SC. The course convened on Monday, March 21, 2016, with graduation commencing on March 25, 2016. The officers in attendance were SGT. Christopher Troiano, Inspector Jeffrey Shelley and Officer Michael Vangelist.

The Concord Police Department has not submitted any written requests to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in our own jurisdiction.
