This request shall also include any and all Materials involving asset or financial transactions with the similarly-named yet distinct business entity "Prairie View Ranch Water District LLC" having CO Secretary Of State business entity ID# 20041352078.
This request shall also include any and all Materials involving the entity(ies) "G&P Enterprises" referred to in the document "RULES and REGULATIONS FOR WATER SERVICE" with heading "Prairie View Ranch Water District LLC 2015-2016" (attached to this request for reference).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
As of the date of this request, the District does not have a written and published CORA Policy on file viewable to the Public in order to notify the Public in advance of the fees, therefore the District cannot charge fees for production or transmission of the requested Materials. Based on available public financial records, we cannot locate most of the water tap dollars. Your budget for 2021 only shows a $2100 bank balance, but there have been 52 water taps sold at a price of $15,000 to 30,000 each.
In order to maintain Public trust in Local Government, and Elections integrity, a 3rd party public financial audit is necessary. Please produce and transmit all of the District's financial records as soon as possible so that they may be audited by the Public.

One of the three outstanding CORA requests pending for this Agency is "Financial Records". Would you be able to assist in production and transmission of the records? The Records Custodian acknowledged the request on July 6, after we asked that the District's financial and asset information be provided within 30 days.
At this time, we would like to prioritize a subset of the full Financial Records request (see further below) to the following Materials:
1 - A complete Inventory of Assets, including bank accounts/balances, investments, deposits, raw materials, machinery, equipment, water pumps, water wells/rights, association memberships etc.
2 - A list of each of the District's 85 water taps: sale date (or indicate if unsold), sale price, and the name of the legal owner(s) of the asset.
3 - Transaction records for the 52 currently sold water taps "Plant Investment Fee" dollars collected, transferred, deposited, etc.
The District's public financial records only account for $70,855 worth of Plant Investment Fees, but 52 water taps have been sold for $15k to $30k each. Based on all available public records currently available for this Agency, we estimate that nearly $1.3 million dollars worth of Plant Investment Fees have been collected by the Agency to date. We are attempting to understand the significant discrepancy between $1.3MM and $70k and locate the remainder of the Plant Investment Fee dollars.
Documents provided by you to satisfy a previous CORA request (Elections records) suggest that more than one bank account exists. A bank account mentioned in the District's meeting minutes, provided by your Elections records response, specifically state that a new bank account was created to quote "satisfy the State". This bank account was not created until May 2018, almost 12 years after the first Plant Investment Fee was sold. Almost $500,000 worth of Investment Fees were collected between 2006 and May 2018. The current last known bank account balance of the District was $2100 (as of January 2021. We sincerely hope that you can help us locate the remainder of the Plant Investment Fee dollars that have never been reported to the CO Department of Local Govt or the Office of the State Auditor.
The original CORA request is still expected to be filled, but we would prefer to have the Inventory and water tap sales information as soon as possible. The original CORA request text pasted below.

Due to the age of this request, which may predate your involvement with the Agency, we would like to clarify a specific point when it comes to the legal names named as being parties to the records ("Materials") request.
The State of CO has two distinct entities registered with nearly the same legal name:
"Prairie View Ranch Water District, LLC" - A Colorado Special District, with Department of Local Govt. ID# 65978, formed 6/12/2006.
"Prairie View Ranch Water District LLC" - A Colorado Limited Liability corporation, with CO Secretary of State ID# 20041352078, formed 10/9/2004.
Further, both of those entities are/were controlled by many of the same individuals who control "Prairie View Ranch Partners LLC", SoS ID# 20041352083, formed 10/09/2004.
The scope of all three remaining CORA requests includes any and all District-related Materials which may be in the custody of the other "Prairie View Ranch" entities.

For the last decade and several years, the District has been improperly submitting "Application For Exemption From Audit" paperwork to the Department of Local Government and and Office of the State Auditor. The District will not be allowed to exempt itself from upcoming financial audits. All of the District's financial records, and access to the accounts and assets, must be produced by the previous administration in order to carry out a third-party audit. It would be preferable for the individuals in custody of the District's financial assets and records to produce them prior to the commencement of a third-party audit. He and Fred Gibbs personally ran the Water District for the last 17 years (see Illegal Meeting Minutes PDF) and John/Doryea are still charging District water consumers' credit cards, and are still paying several un-licensed individuals to perform daily operations and chemistry regarding the Prairie View Ranch public water system. Surely John Pearson has access to District finances if he is still paying the same people to operate the system as they have been for years? All of the District's financial records and assets are public property, and the Public has a right to inspect them. How can the previous "owners" of the Prairie View Ranch Water District not understand that they are no longer in charge and were never the owners of the District's assets and never had a right to exercise any authority over the assets or proceeds from their sale?
This charade must end soon, and it would be nice if the ending could be as happy as possible and the path to the end as friction-less as possible.

The Colorado State Auditor shall take further action as prescribed by Section 29-1-606(5)(b), C.R.S.

(I) Notify any county treasurer holding moneys of the local government which were
generated pursuant to the taxing authority of such local government of the delinquent audit status
of such local government and authorize such county treasurer to prohibit the release of any such
moneys until the local government submits an audit report to the state auditor; or
(II) Make or cause such audit to be made at the expense of the local government. The local
government shall reimburse the state auditor for all amounts advanced for the making of such audit,
