To Whom It May Concern:

Pursuant to the Colorado Public Records Law, I hereby request the following records:

Materials related to requests for information regarding abortion services. Please include as responsive:

1. Any public records requests, as well as any provided responses or responsive materials, submitted by groups with a publicly known focus on anti-abortion and pro-life sentiments. Please include but do not limit responsive materials to those referencing the following organizations:
- Pro-Life Action League
- National Right to Life
- Check My Clinic
- The Center for Medical Progress
- Coalition for Life
- Operation Rescue
- Right to Life.

If there is a group, like a local city group, that has this sentiment but was not listed, please also provide their requests as well.

2. All communications, from Jan. 1, 2015 to present day, between your agency and representatives of the following organizations:
- Pro-Life Action League
- National Right to Life
- Check My Clinic
- The Center for Medical Progress
- Coalition for Life
- Operation Rescue
- Right to Life.

3. Any and all requests and documents with following words:
ABORTION
PREGNANCY TERMINATION
TERMINATION OF PREGNANCY
UNBORN BABIES
INDUCED ABORTION
FETAL TISSUE
PARTIAL BIRTH ABORTION
TELEMEDICINE

Ms. Patel,

One record responsive to your first request is attached. In regards to your
second and third requests, the Department will require additional time to
comply with your request.
Pursuant to C.R.S. § 24-72-203(3)(b), if there are extenuating
circumstances, an extension of seven working days is permissible. Your
request is broadly stated and encompasses all or substantially all of a
large category of records and the request is without sufficient specificity
to allow the Department to reasonably prepare to gather the records within
the three-day period.

Please note that per its Open Records Policy
<https://www.colorado.gov/pacific/cdphe/department-policy-2.17>, the
Department of Public Health and Environment is authorized to charge $30 per
hour (after the first hour) for time associated with research, retrieval,
and review of records.

Your third request for "any and all requests and documents with the
following words: abortion, pregnancy, termination, termination of
pregnancy, unborn babies, induced abortion, fetal tissue, partial birth
abortion, telemedicine" is extremely broad. This will likely result in a
large estimate of time and substantial costs to fulfill the request. If you
would like to revise your request to define more specifically what records
you are seeking, please email me your revised request. Otherwise, the
Department will notify you on or before July 26, 2019 as to what records
are available and what the estimated costs for producing the records will
be.
