Pursuant to the Florida Sunshine Law, I hereby request the following records:

Public reports state that this police department has partnered with Ring, Amazon’s home security company. (https://blog.ring.com/2019/08/28/working-together-for-safer-neighborhoods-introducing-the-neighbors-active-law-enforcement-map/) These partnerships involve an exchange: Law enforcement gets access to Ring’s “Law Enforcement Neighborhoods Portal.” The Law Enforcement Neighborhood Portal is a way that police can request Ring camera footage from people that use Neighbors, Ring has a "neighborhood watch" app.

Therefore, I hereby request the following records:

1) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of Ring devices and/or the Neighbors app. This includes A) any notes taken during meetings that discussed the use of Ring devices and/or the Neighbors app, B) any explanations (whether internally or externally generated) of how Ring devices and/or the Neighbors app work, and C) any other document that has been used to help explain the use of Ring devices and/or the Neighbors app to any party, including internal documentation, public relations materials, and executive summaries.

2) A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and Ring.

3) A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention Ring or the Neighbors app, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

4) Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention Ring or the Neighbors app.

5) Any digital communications (including but not limited to emails and text messages) with Ring representatives.

Please try to include any other miscellaneous documents that facilitate this police department's relationship with Ring that don't neatly fall neatly into the above categories.

Dear Caroline Haskins,
The Collier County Sheriff’s Office has received a public records request from you on October 01, 2019.
In response to that request I have reached out to Lt. N. Kaye, of our Technical Services Bureau, who has given us the following responses (in the order of your request).  The first three responses are from him and the last two are from us in the Central Records Bureau.
1.)All instructional materials were retained by the Ring liaison (i.e., Power Point). We are unaware of any notes taken during the presentation. The only documentation we have from Ring is a flyer a copy of which is attached.
2.)A copy of the signed Memorandum of Understanding is attached.  We have no privacy impact assessments, no use policies, no standard operating procedures, no data retention policies, no legal opinions, no warranties, no non-disclosure agreements, no contracts, no liability waivers, no insurance agreements, no Requests for Proposals, no Responses to Requests for Proposal, no Letters of Interest, no usage policies, and no informal agreements between the Collier County Sheriff’s Office and Ring.
3.)We have no record regarding funding opportunity announcements, no grant applications and no grantor status/progress reports, no reports to legislative bodies, no annual reports that mention Ring or the Neighbors app, no audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.
4.)To respond to this we would need you to supply a date range and very specific verbiage that you would want to have searched in our systems. Each specific verbiage to be searched would cost $55.58 for the query to be set up and run. (This is the current hourly rate for an IT Specialist as they are the only personnel able to perform this task.) Then depending upon the amount of hits, we would need to convert each in a program from which we could redact based upon public record law. The clerical time would be at $15.00 per hour. Once you have given us the specifics, we will request an initial deposit before the queries can be run. After those searches have been run we will be able to estimate approximate charges and request an additional deposit before we begin.
5.)The only documents we have are attached for your perusal. As to the digital communications please see our response to your item #4.
If you would like the Collier County Sheriff’s Office to proceed with this public records request, please respond within thirty (30) days from 10/07/2019. Otherwise, the Collier County Sheriff’s Office will consider your request withdrawn.
