To Whom It May Concern:
Pursuant to the Vermont Public Records Act, I hereby request records relating to a call that a Colchester PD cruiser responded to in Burlington. At approximately 4:37 PM on Friday, July 10, a Colchester PD cruiser (a late-model Ford Explorer) was observed traveling east on Pearl Street in Burlington (near the cross-streets of Church Street and Winooski Ave) at a high rate of speed, with its' sirens on.
I am requesting dispatch logs relating to the incident. Additionally, I am requesting any police report, affidavit, or other paperwork (including use of force paperwork) relating to the incident, as well as any entries in your CAD/RMS system or other record-keeping system relating to the incident.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
Sincerely,
Brian Waters

To Whom It May Concern,
Records of a "Colchester Police call in Burlington" do not exist. Nor do "records relating to a call that a Colchester PD cruiser responded to in Burlington" exist.
However, in my research, I located a report indicating that an individual in custody by officers from this department departed Vermont Superior Court in Burlington. While transporting this individual to Northwest Correctional Facility in Saint Albans, he attempted self harm in the back of the vehicle. Lights and sirens were used to expedite the transportation time and minimize the potential harm.
If you still require records please resubmit your request. I will have a cost estimate after your next request.

Chief Allen, thanks for the response.
As you requested, I am resubmitting my public records request. However, I am specifically seeking the report you mentioned in your previous email, regarding the incident that occurred during a prisoner transport from superior court in Burlington to the Northwest Correctional Facility on Friday.
Thank you,
Brian Waters
PS, in case I have requests in the future, should I submit them to Ms. Spacapan as I did in this case, or is another contact point preferable?

I've attached a pdf copy of the officers reports and accompanying affidavit. If you need more information please let me know.
