Pursuant to the Nevada Public Records Act, I hereby request the following records:

This request should be directed to the Clark County Comprehensive Planning Dept. I am seeking the following as they pertain to the above agency:

- A record of public records requests submitted to the above agency that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the county's response for the years 2016, 2017 and 2018.

- Records of policies/procedures related to processing and approval/denial processes for public records requests used in the years 2016, 2017 and 2018. We are interested in obtaining the policies for each agency, if they have their own policies, as well as the county’s policy.

- Records of total direct revenue and expenses (i.e., no including overhead) relating to the processing of public records requests in 2016, 2017 and 2018.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Hi,
That is no problem. I just wanted to explain how our records process works. All of our records are available online, free of charge to the public. When a request comes in via the phone or email, the customer is walked through how to retrieve those records. Besides for email replies, we really don’t keep a “record” of every single request we receive because they are all public.

As far as records of policies and procedures related to processing records requests, Clark County abides by the Nevada State Records Retention Schedule.

Because of our records being online, the majority of our customers retrieve them and print themselves. In the event that they want a paper copy there is a charge; however, it is rare. If you want this information for the last three years I will need some time to compile it.

I would like to know the fees and expenses (not including overhead) relating to processing public records requests in 2016, 2017 and 2018.

I briefly looked at the Nevada Records Retention Schedule you sent. I found the amount of time each agency is supposed to keep each record. I wanted to know your department's policies/procedures related to processing and approval/denial processes for public records requests. For example, you said you talked to those requesting records by phone to let them know how to obtain records on their own. Is there a written policy for that activity and have you been doing that for 2016, 2017 and 2018? Are there written policies for other activities related to record requests?

One of my requests was for a record of public records requests submitted to your agency listing the date of request, the requester's name, the requester's organizational affiliation, a description of the request for the year's 2016, 2017 and 2018. Since you encourage those requesting records to find and copy the records on their own, do you have a digital file or summary of those requests?

Good afternoon,

I will be able to get you the records for any fees collected from 2016 through 2018 for records requests, but it will likely not be until sometime next week as it is a timely search. There will be no charge for this.

The Clark County Comprehensive Planning Department operates under an unwritten policy in regards to providing customer service as it relates to specific records needs. Once the customer decides how they want their request fulfilled (if they would like it on a cd/or paper copies), fees are charged based on our Title 30 and records retention policy. As I said below, because all of our documents are available online, we rarely charge fees and do not keep any digital file or summary on the requests that come in, nor do we deny requests for our public records.
