Pursuant to the Ohio Open Records Law, I hereby request the following records:
Any and all emails between Chief Jeffrey Blackwell or his assistants and law-enforcement officials in Missouri concerning possible unrest in the wake of a grand jury decision not to indict Ferguson, Mo. police officer Darren Wilson for the shooting death of Michael Brown, as described here: http://www.reuters.com/article/2014/10/07/us-usa-missouri-shooting-plans-idUSKCN0HW1TF20141007
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

1. What are the search terms/keywords you would like for us to search?
In order to narrow the results, it is useful to search on keywords in the message or associated attachments. The keywords can be combined with OR/AND operators if desired. For example - "Ferguson" AND ("Michael Brown" OR "Darren Wilson").
2. What is the time period to search?
Requestors typically provide a timeframe for the information they are looking to find. An example would be - all messages sent/received between January 1, 2014 and March 31, 2014.
Narrowing the criteria should enable us to better find the information you are requesting.

The documents I received on Nov. 12 are all emails that reference Michael Brown or Ferguson, Missouri. However, they are not the documents I requested — namely, emails between Chief Jeffrey Blackwell or his assistants and law-enforcement officials in Missouri between Aug. 9, 2014 and present.

There are no additional responsive records pertaining to your request of October 24 for public records?
ETS (our IT department) queried all emails using key words and parameters:
1. Search- Key Words: Ferguson, Missouri “AND” Michael Brown” AND/OR “Darren Wilson”;
2. Time Frame: August 9, 2014 to present; and
3. Chief Blackwell verified that he is the only person who responds/sends messages on behalf of himself from his own City email so there are no other email addresses to check.
