Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

Any and all emails, other correspondence and records to and from the Chicago Park District for Touhy Park regarding homelessness, homeless encampments and homeless outreach at all times since January 1, 2022.

Please include in your search as responsive records: communications, memorandums, background papers, meeting minutes, email exchanges, or presentation materials. If your office has questions about this request, please feel free to direct them to the address associated with this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Alexandra Gelzin,

My initial search for records using the provided parameters yielded thousands of documents. I therefore determined that your request is very broad and thus unduly burdensome as it is currently written. Under 5 ILCS 140/3(g), we would like to extend an opportunity for you to modify your request to make it more manageable. To effectively retrieve the records sought, the Park District needs (1) the employee name(s) or title(s); (2) keywords to search for; and (3) the timeframe to be searched.

Under the Freedom of Information Act, a public body may extend the time to respond to a FOIA request by up to 5 business days for a limited number of reasons. Under Section 140/3(e) of the Act, the Park District is extending the time to respond to your request by five (5) business days from the original due date for the following reasons:

( ) The requested records may be stored in whole or in part at other locations other than the office having charge of the requested documents;
(x) The requested records may require the collection of a substantial number of specified records;
( ) The requested records have not been located in a routine search, and additional efforts are being made to find them.
( )The requested records require examination and evaluation by personnel having the necessary competence and discretion to determine if they are exempt from disclosure or should be revealed only with appropriate deletions;
(x) The public body cannot compile the request for records within the time limits prescribed 5 ILCS 140/3 (c), without unduly burdening or interfering with the operations of the public body;
( )There is a need for consultation, which shall be conducted with all practicable speed, with another public body or among two or more components of any public body having a substantial interest in determining the request’s subject matter.
