Hello,
The "Rainblocker" program is described on the Department's of Building's website https://www.cityofchicago.org/city/en/depts/bldgs/supp_info/blocking_rainwaterandpreventingsewerbackup.html
What department would hold these records?
From: City of Chicago Department of Buildings
Regarding your question about rainblockers, the Department that would have that type of information is the Department of Water Management.
Sincerely,
C. Lynch
