Persuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
All the pet licensing data, including breed, owner address, and animal names for Chicago.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

On behalf of the City of Chicago Office of the City Clerk, I am responding to your Freedom of Information Act ("FOIA") request, which was received on Wednesday, Oct. 23. You have requested the following documents:
"All the pet licensing data, including breed, owner address, and animal names for Chicago."
Attached please find an Excel file that lists all active dog registrations in the City of Chicago, including breed, color, gender and whether or not the dog is sterilized. The list is sortable by ZIP code.
With respect to the 'owner address' and the 'animal names', pursuant to 5 ILCS 140/2 (c-5) "Private Information" of FOIA, this information is exempt from disclosure. Your FOIA request seeks unique identifiers and private information that, when compiled, could lead to attribution to an individual.
Because this information is exempt from disclosure pursuant to 5 ILCS 140/2 (c-5) - "Private Information" - of FOIA, that portion of your FOIA request is denied.
To the extent that your FOIA request has been denied, you have a right of review by the Illinois Attorney General's Public Access Counselor, who can be contacted at 500 S. Second St., Springfield, IL 62706 or by telephone at (217) 558-0486. You may also seek judicial review of a denial under 5 ILCS 140/11 of FOIA.
