1. Written or electronic communications to and from the City of Chicago Department of Business and Economic Development and the Chicago Department of Planning from Jan. 1, 2016, through today (September 21, 2021) relating or referring to the Opportunity Zones program created by the Tax Cuts and Jobs Act of 2017 and its relationship to the community of Englewood (Census tracks 6801 through 6814).

2. Written or electronic communications or other records from Jan. 1, 2016, through today (September 21, 2021) relating or referring to potential investments in designated opportunity zones in Englewood (Census tracks 6801 through 6814) and or Qualified Opportunity Zones businesses in the state of Illinois located in said Chicago-based census tracks.

3. Written or electronic communications or other records from January 1, 2018, through today (September 21, 2021) relating or referring to ongoing or proposed development projects in the Englewood neighborhood (Census tracks 6801 through 6814).

4. A written list or electronic communication or other related records identifying all upcoming and proposed development projects in Englewood proposed after January 1, 2010, through today's date (September 21, 2021), and the status of said project.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, we would be grateful if you would inform us of the total charges in advance of fulfilling our request. I would prefer the request filled electronically, by e-mail attachment if available, or CD-ROM if not.

On behalf of CHA I am responding to your FOIA request dated and received by CHA on September 23, which is detailed below. At this time, pursuant to 5 ILCS 140/3(e), we are required to utilize an extension of an additional five business days for the following reasons:

 the requested records have not been located in the course of routine search and additional efforts are being made to locate them;
 the request for records cannot be complied with by the public body within the time limits prescribed by paragraph (c) of this Section without unduly burdening or interfering with the operations of the public body;

Dear Ms. Gadlin,
This email is concerning your FOIA request in which you asked CHA for:

Your request has been granted. For items 1 and 2, CHA has no responsive documents. For items 3 and 4, the attached email is responsive. Within the responsive email, a redaction has been applied pursuant to 5 ILCS 140/7(1)(b), exempting the release of private information contained within public records, as defined by 5 ILCS 140/2(c-5). The attached email refers to a spreadsheet and that spreadsheet is fully exempt from disclosure pursuant to 5 ILCS 140/7(1)(f) which allows for a public body to withhold, "[p]reliminary drafts, notes, recommendations, memoranda and other records in which opinions are expressed, or policies or actions are formulated..." The spreadsheet is both preliminary in nature and utilized to formulate actions.
