Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

1. A list of types of changes that one can make in the “Impact” system

2. Database or spreadsheet exported from the “Impact” system showing all administrative changes for the ’15-16 school year

3. Database or spreadsheet that includes a number of kids per high school (for all high schools) with attendance-related disciplinary action in the following school years:
2011-2012
2012-2013
2013-2014
2014-2015
2015-2016

4. Database or spreadsheet that shows the number of CPS students who died during any of the above school years, or the breaks during or between them

5. Documents or spreadsheets sufficient to show the attendance rates of all CPS high schools in at least the above years and the two prior to that, 2010-2011, and 2009-2010.

6. All reports that the CPS Inspector General submitted to the CPS Board of Education in the seven school years listed above.

7. All the data given to the Network for College Success and the Battelle For Kids programs (or all the data CPS gave them access to) about one school, for one year: Juarez High School for 2015-2016. The data can be anonymized so as to not include students’ names, but those students must be represented by unique rows or numerical identifiers.

8. A copy of any notification sent to parents (one copy per bulk notification is fine) as a result of a CPS IG investigation or finding or disciplinary action in the seven school years specified above.

9. Document(s) from the state of Illinois and the federal department of education that show the number of student-days and the amount of funding given to the school based on those student-days, from Juarez High School student-days in the school years 2015-2016 and 2014-2015. If this document does not indicate the number of student-days absent (or not in instruction), I also request an internal Juarez High School document that shows the number of student-days absent. (Certainly this would include in its tally many half-counted days in the event of students missing between one period and half a day.)

10. Documents sufficient to show all CPS IG recommendations to the CPS BoE for punishment of CPS staff members (excluding teachers but including teachers who also serve in a staff role) in the seven academic years outlined above.

11. Documents sufficient to show how many of the CPS IG’s recommendations the CPS BoE accepted or acted upon. (If your definitions of “accepted” and “acted upon” are different, please explain them and specify which you’re using to describe the conclusion of each particular IG recommendation.)

12. If CPS central office keeps record of field trips or school functions at its high schools (such as function, date/time, school, population of students attending), and keeps them in one or a set of a few databases, I request these databases/lists/spreadsheets. If you would have to request such databases/lists/spreadsheets from all high schools individually, you may omit the number (12) request.

13. Copies of all information sent from CPS’s central office or BoE or other central governing body (or official thereof) to all students and parents. This request has the date range from the start of the 2014-2015 school year to the end of the 2015-2016 school year.

14. Documents sufficient to show which CPS high schools are members of the Network for College Success as of the end of the 2015-2016 school year.

Due to the high volume of FOIA requests received by CPS, we are unable to fulfill your request within 5 business days. Section 3(e)(vi) of FOIA permits CPS to extend the response time to 10 business days if a request cannot be fulfilled in 5 business days without unduly burdening or interfering with the operations of the District. RESPONSE: Chicago Public Schools (CPS) has reviewed your request and determined it to be unduly burdensome as currently written it requires the search and/or collection of broad categories of records. At present, it contains 36 separate individual requests; requests 1, 2, and 6-15 include 12 separate requests, requests 3 and 4 include 5 separate requests, and request 16 includes 7 separate requests. A collection of documents would involve compilation of documents from at least three separate departments and 167 high schools. Additionally, compilation of these documents require collection, review and redaction of hundreds of pages of documents spread across several departments and 167 high schools. Thereby, as your FOIA request is currently written, the dedication of staff and/or resources is unduly burdensome on the daily operations of the CPS. Pursuant to 5 ILCS 140/3 (g), we are asking that you narrow your request to more manageable proportions. Failure to narrow your request will result in a denial under 5 ILCS 140/3 (g).
