Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

Ms. Rohr,
First off, if it narrows the scope of my request, only run email searches for Eddie Johnson and Kevin Navarro. As for my request being ambiguous and unduly burdensome I am a little confused. I feel that I was quite specific with what I asked for, I did not even ask for all FLETC courses, I specifically listed the courses I felt were important to my request. I fail to see what is tangential about my request. I have asked for records of officers attending Department of Homeland Security run Federal Law Enforcement Training Center programs. Could you clarify for me why you have found my request to be unduly burdensome? The public has a legitimate interest in learning where the police officers serving them receive their training from. If you could provide me clarification, I can work on limiting the scope of my request. It would be very difficult for me to know which specific officers to ask for, but it is possible I could simply pick some divisions of CPD I would like searched for. Thank you. A response before February 3rd, the time out date for this request, would be greatly appreciated.

Hi Mr. Waltman,

With regard to the emails, please clarify what timeframe and key words you would like us to search (e.g. "FLETC" "DHS" "Department of Homeland Security" and January 1, 2012 to January 22, 2017). I will check with the Police Academy to ascertain whether we have a list of ofcs. trained with FLETC. Please bear in mind that producing and reviewing these documents may take a couple weeks to complete in full.

As such, I would propose extending this matter to Thursday, February 16, 2017 in order to give the Information Services Division and the Academy sufficient time to complete their work. In the event that responsive information is produced prior to that date, we will of course direct it to you as it becomes available.

Please advise whether this arrangement will work for you.

I wanted to update you on the status of FOIA P056673.

As of today's date, we have received responsive emails from Information Services and will review the messages for exemptions under FOIA. We are still waiting for responsive documentation from the Academy; as such, I would propose extending this matter to Friday, March 3, 2017. This should be sufficient time to both conduct a legal review of the responsive emails and process a response from the Academy regarding FLETC training. In the event that responsive information can be provided to you prior to that date, we will of course direct it to you as it becomes available.
